Quick question: When does a game time out, so that a player automatically wins via lion's share (most points at the end of game)? I see that there are reinforcements until turn 40, so I am guessing that 45 is it.

Turn 40 is the last turn.  Turn 40 reinforcements are just spectators.  The only possible value of turn 40 reinforcements is if they plopped into a group and brought its value up from below 70k to above 70k (or below 100k to above 100k) for a tiny boost in status points.

Since we are now in it, if one player declares victory with 4 regions and another player declares it with 7 regions at the same time, who wins?

Both declarers win the game in that case.

Several times have two players owned 4 regions and declared and won simultaneously. I have not seen a 4 and a greater-than-4, but the result should be the same. Two people fulfilled victory conditions (doesn't matter that Painted is an overachiever and did extra) and declared (if it ends up happening that way).
