Regional Control

I hear there are conflicting views on when regional control is checked/defined.

There is a fixed routine that determines regional control and modifies influences, promotions, regional reactions, etc. This occurs near the end of the sequence of events, not at every point that ownership percentages could change.

So, when a king attempts to Denigrate in a region, does it take the regional percentage control of the two kingdoms at the time do the denigration (taking account for military and political 150s/330s of the turn ), or does it use the percentage controlled before the current turn began?
