This needs work, it gives me error. Are we supposed to ignore the Error?  I did the order like it says and didn't  count the destination  square but one adjacent to  it. It says it can't verify

Is this order supposed  to always have an Error, even if the order is done correct and will work?

Makes since the order checker would not know the location of portals

That's the way it's designed- otherwise one could exploit and test every combination to find it.
