Demon Princes question

Hi Guys

I'm trying out Demon Princes and have a question:

Raise Dead states it is not available prior to turn 4. Does this mean I can use the order on my turn 4 orders or do i need to wait for turn 4 to be processed and then use it on my turn 5 orders?

Yes use it on turn 4 orders.
