Captured EMs @ Neutral Population Centers

I just had an emissary captured/incarcerated at a neutral population center. Can this EM be released by; turning the PC back to my control through EM actions (order #330), military actions (order #150), attempted escape (order #385), or is the EM lost to the great void of nothing?

The prisoner goes with the pop center so all of the things you list above will work.

The emissary could also end up in enemy hands if they capture the PC.
