It says on the description they can be recruited from a PC. I have tried recruiting from both a village and a city but the orders failed. I did have a captain and a veteran brigade. Tried sending an email to support, but I may have the wrong address.

Upon further research they can only be recruited from the village of Midwich, which I have yet to find. Apparently you might find it somewhere in England in the 1960's, so id anyone happens to find it please let me know.
