Is there any game scenario where the Illusionist could be played, but wouldn't start out in Arcania?

I would like to play this kingdom as my first real wizard game, but not starting off there.

It would be so cool if the kingdom had specific spells that were unique to it. Like an enhanced Fear, imagine what you could make people think they see...

Dual. Illusionist is bumped up in strength due to its starting position.

Bump in strength wouldn't help me as a first time wizard player....maybe a dome over the region for 20 turns? If not, I'll have to give up that dream.

In Maelstrom, any kingdom can be in any region (12).  And each region, and each city had its own advantages over standard.
