if you send a patrol onto a sea, does it take the elite ship?

I think so, when I used a patrol they were on the lone ship.

It does not require a ship but if you have no ships and get caught by someone patrolling the sea you will loose the group.
Elite ship makes it safe for a patrol to move around the sea zone

But an agent can take the elite ship out.
