Does agent level impact sabotage "damage"

Curious besides the chance to succeed on a mission, does a level 17 agent do the exact same damage to a PC as a level 4?  Also what is that amount?

Same damage. 1000 to defense or 2000 to gold or food production. 25% chance of success for a level 1, increasing by 5% per level.
