We are the Cimmerian Nation of the Northern Frontier in the region known as The Diamond Coast. Our people have often been called uncivilized,  even barbarians. We do not dispute these claims, however there are some of us that are learned and have studied the arcane arts and advanced engineering, yet a few of us still keep the traditions of the old Gods. One thing we all know is how to defeat our enemies.  
We can be great allies and a ferocious enemy.

NO - PI  Our scribe has poorly stated our intentions and will be reprimanded.  We would like to sail through just the three sea areas of Krynn for the first turn only.  We have no other interest in the Sea of the Forgotten and certainly no intention of bothering you in the Crown Islands.  We would hope that there is no tribute expected for such a simple mission?  We have no pop centers in the Seas of the Crown Islands so you need not be concerned about that.
We fully understand that dictated terms and threats are far less productive than a spirit of cooperation and hope we can live in peace.

It would seem you have started with threats.   We the Lizard people wish a peaceful life but not long ago were quite savage.   We believe the expression you humans use is an Eye for an Eye.  If a single Lizardman is hurt by your patrols on our seas of azure we will be forced to have our Gods reveal the location of your coast towns and villages to seek our revenge.   We hear rumors of such a place in our neighboring areas which would likely be the first to go.   We do not seek a war with the Pirates and generally do not care how you conduct your business.  We simply ask you do not make an enemy of us.

Threatening whom exactly? Is it a threat to let all know that I'll claim my region and patrol the sea as I would? I am only planning dominion over The Crown Islands and Sea of the Forgotten as such. Seems to me that if anyone is threatening it is you my scaly friend.

It would be interesting if in a forum only diplomacy game there was talk of attacking rather than not attacking, if just on occasion.  

How about, what did the Germans and Soviets call the plan to divvy up Poland called?  Something like that.  Even if it was just bluster, it would be fun.

I think expecting someone to declare an enemy on turn 1 is kind of crazy... now if you REALLY wanted to encourage that then you should enforce more stringent alignment stuff. The "evil" Kingdoms and the "good" kingdoms might have an incentive.

That could be an interesting ESO...

Some more thoughts- Currently you grant status points to kingdoms that have been declared enemies but there is no incentive to declare an enemy before you have to (no points for you and you actually give points to your enemy). And it actually costs influence which is a critical resource in the early game. If you want to see more early conflict then I suggest incentivizing it. Grant a ton of status points for declaring an enemy prior to turn 6. Then less for turn 12. Then nothing after that. Consider removing the influence hit for declaring enemies... In short, lead players to take actions that you want to see them take. It would be even cooler if this was tied to the EVIL/GOOD concept...
