New High Council Considerations

As with any specific area of the game, all 3rd Cycle Rules and Commands remain unless modified here.


The Permanent Archon.  The first HC seat won will be declared Permanent Archon .  Cannot sell seat or be sent off by Scandal.  Can only be voted off by unanimous vote of the other four Council members (voting “Yea” for issue “Remove Archon”).   Permanent Archon provides 100 Status Points interim, 400 Final.   Minimum bid for 1st Chair (Archon) is 25,000 gold (15k for Charisma trait kingdoms).

Declaring a member of the High Council an enemy costs 1 influence.

If no High Council issue is proposed on a turn, all HC members lose 0.3 Influence and the non-issue is stated in the HC section as, “  “ (redacted)

New HC issues:

·       
Cease Fire.  Each force or naval attack (vs PC or Group, including Siege and Threaten and Blockade) executed in region X in the following turn will result in -1 influence to attacker per attack.

·       
Remove Archon.  Will require Yea votes from 4 HC members to pass.

·       
Inspections.  Details of all trades in the next three turns will be known to all kingdoms.

·       
Commend HC member as Virtuous.  Name kingdom on HC.  If motion passes, the kingdom is awarded a Scroll of High Virtue.  Scrolls are considered as artifacts (can be traded) and are consumed when used (auto used in most case when condition met).  Scroll nullifies the next Skeleton in the Closet or Scandal released against the possessing kingdom and the scroll is consumed.

·       
Call Forth to High Council Special Character.  Name Engineer, Hero or Sage.  Following turn HC members vote yea and a bid amount with minimum 15,000 gold or nay.  If motion passes, Special Character goes to winning bid capital and gold bid is subtracted from winner.

Call for Olympiad.  Cannot be issued before turn 5.  If passes, each kingdom (not just HC members) can send its participant.  Kingdoms that do not send a participant worth at least 7 points lose 0.5 Influence from the embarrassment.  Join Olympiad counts as sole order for the character.  Points are provided by character type, character must be in good health: not stunned or slept, a prisoner, etc. or have taken a previous sole action to score in the Olympiad.   Leaders have points = leadership (e.g. Marshal =15, Warlord =25), a Wizard = 4.8 per power level, an L1 hero = 23, L2 = 28, L3 = 33, Personality Renowned Gladiator = 27, Renowned Athlete = 30).   Winning character advances one level or power if possible (a Warlord cannot advance, an L3 Hero or a Personality cannot), and the controlling kingdom gains 1 Influence, 200 Cultural Status Points and a prize of 20,000 gold. .   All participant names, title and kingdom are shown in the HC section of results, as is the winner.  The motion to Call for Olympiad cannot again be issued for at least 4 turns after an Olympiad.

·        Propose Grand Ball.  Cannot be issued before turn 5.  Is a contest among personalities to most impress the gathered glitterati.  If the motion passes, each kingdom (not just HC members) can send its participant.  Kingdoms that do not send a participant worth at least 7 points lose 0.5 Influence from the embarrassment.  Join Grand Ball counts as sole order for the participating character.  Points are provided by character type, character must be in good health: not stunned or slept, a prisoner, etc. or have taken a previous sole action.  Nobles as the representative bring their power points (Baron of Ruler Influence 20 =10 points), Hero L1 23, L2 28, L3 33.  Can add 10,000 gold to these characters to add 2 points.  Personality characters with the ability to issue the Performance order are worth a base 20 points, modified upward for the Ruler’s (Influence x 0.5) and if the Ruler throws in an optional 10,000 gold for discrete bribes to the judges, gains another 3.0 points.   All participant names, title and kingdom are shown in the HC section of results, as is the winner.  The kingdom with the winning participant gains 1.5 Influence (to max 30) and a new Baron joins the royal court.  The motion to Propose Grand Ball cannot again be issued for at least 4 turns after a Grand Ball.

Is there some randomness to the Olympiad or Ball? Or is it just biggest character wins?

We could add a small random factor, perhaps like with nobles executing political orders: plus or minus up to 10%.  Could be a spell to increase a couple points.  It should force a decision as to whether a player wishes to commit a powerful character's action to the event for a chance to win for his kingdom the prizes. For example, on turn 5 or 6, my Power 5 wizard can probably win this thing, but can I spare using him elsewhere for the turn?
