Question: When was stealing gold from a neutral or human pop center disallowed? Must have missed it.

I suspect that it's because players could just sit and steal from them without consequence as a way to jack an agent's level through the roof. There are no Human or Neutral agents to issue Counter-Espionage orders. Even if you're caught, all you have to do it take the PC with an emmy/group and you get the agent back.

However, if you steal from active player's PCs, then they will alerted to the theft and take action against it.
