Did anyone view this game as a Rex only option? Nothing on this says it was to be Rex only.

This campaign is REX only!
Therefore no kingdom can win via Secret Victory Condition and may only attain
victory as Rex (control 4+ regions) or as the Usurper (control 3+ and
substantial or better in 2+ regions).

Having a better chance to win if it were Rex only I still believe the game should finish as discribed on T0 with usurper as an option for winning

But my question is on joining the game, did anyone think the only option would be to be 4 regions? I realize what turn zero says and for myself I believed the options would be 4 regions or 3 and 2.
