Some help would be appreciated on this artifact. Does the plow need to be in the pop center by itself to work or can it be in the possession of an Emmy or group that is sitting in the same square as a pop center? Thanks.

I've always wondered what would happen if you put the plow in a city, Would the food deficit double?
Oh, btw, the Horn of the Intrepid was the first artifact I ever got. I was so not impressed.
