I wouldn't go wild with this, but was just wanting to know if players would like to see more differentiation in order resolution based on emissary gender.
So for example, let's say the male emissary is as stated in the charts. And let's assume base relocation range is 7. Then perhaps:
Female emissaries are +10% for Maintain Status Quo and Incite Rebellion. So a Baroness would be equal to a Count.
Female emissaries are at -10% to Escape and are 10% easier to assassinate or kidnap.
Female emissaries relocate range is 6.
This requires changes to at least six orders, so if it is a "meh", can easily be skipped.
We currently don't have gender for Agents, and I'm not sure how much trouble that would be to add and also differentiate for agent actions.

I love what you are trying to do here. Trying to add a higher form of realism to the game. When ever you see suggestions to improve a position or an idea to improve anything it is almost always rooted in this endeavor.
I will always vote yes, to something like this every time.
On a funny note, my girlfriend understood each of those proposed changes as "smart" except for the travel one, she said and I quote "Why would having a vagina cause you to move fewer spaces then a man?"
My simple reply was, look how long it takes you just to get out of the car when we park.

She laughed and said "Fair enough!"

Wasn't there originally an idea to have diplomatic marriages to cement alliances? That would be a good differentiation reason as well.
I agree with Hawk. If there's an order entry program, I'm cool with ranges being different. If not, it's only going to cause a lot more errors.

Definitely don't want to give female emissaries different abilities.
It's a step too open to misinterpretation. It's going to look like we're saying something along the lines of women are bad at math and better at housekeeping etc. The easier to assassinate thing makes sense since women tend to be physically weaker, but even that seems to treat all women as some collectively weak subspecies when in fact there is no uniformity and some women are better at defending themselves than some men.
I think the emissaries are varied enough just from the ranks, regional reactions, King's influence, artifact and racial modifier considerations. I'm not seeing the need for another variable.

Sorry I'll never subscribe to the "it's to hard" category when it comes to change, as for the misogyny objection, it's a fantasy game, based on fantasy.

I believe that male and female emissaries should be pretty much the same. We have many problems with accurate order entry as Hawk mentions above, and I have no way to designate male or female when hiring a new emissary.
I do like the concept of alliance marriages. If you can define male/female, maybe require a marriage to allow an alliance declaration ("I extend the hand of Governess Thalia to validate our alliance"), which can be accepted by the other Kingdom. Then you have both emissaries gain a rank, but then take it away if the alliance is broken (or even kill the two emissaries as they would immediately be spies).
I think including the male/female issue should be along those lines, not trying to separate out gender-based different skillsets.
