There is the possibility of 10 Player Ice Age Steel. No kingdom occupies Triumvia or Pellinor.
This has been done before but players have to understand they can't just let kingdoms grab the two unsettled regions and say, "What had happened?"
Some people just aren't into ice. Some are more temperate or tropical.

I agree with Wookie, we don't want to leave 10 players stranded on the ice, so let's get two more. Hey, you've always wanted to try Alpine skiing, right? No? Well, think of it this way, raise your service level, get in this one, and if you went to Victor you still have a slot for us to start the next Steel. Take one for the team.
