1. No, it won't find an inactive group.

2. I don't have math on that. I have always just compared the two nobles and then gave it my best guess. If I have a Prince (80%) and there is a Governor (30%) maintaining status quo, I look at the odds for a Baron (50%) to see if I have a shot. Of course, influence and regional reaction play a part, but that rule has worked as an estimate in the past.

I sent an emissary in a city without doing a recon, I thought that she would do a little sightseeing by herself but nope, she just sent a Prada bill Wink Question : If there was a foreign emissary in this city, would she at least report it?

No. If you own a pop center, you might receive a report if a foreign emissary enters the pop center (50% chance for Barons and higher, 25% chance for Governors and lower). But if you don't own it, all you get is info on who the owner of the pop center is, and whether or not the pop center happens to be the owner's capital.

1 no. The inactive group is no where so can not be located

2.  Fill in the player aids tool, would be easiest way.  But it basically adds same there influence.  If SO had 11 influence and had a baron in a city, a 320 would add 11x .5 or 5.5 to the difficulty of taking the city

No, human is a controlled pop center, and needs to be rebelled (320) in order to turn it neutral.

Or you could directly 330 it as a "two-step" emissary action, but those are twice as hard to do, and pretty much impossible to do to a city in the early part of the game.

I would like to see the rules and command sheets updated to reflect the new 'IN' term - BOBUS.

I did a 140 on an enigma and got tons of fluff text but no tangible benefit that I can find in the report? Did I miss a clue or are they "dud" enigmas? Thanks!

Sounds like maybe it was bobus.  Cool   Send the specifics to support.  The enigma encounters have no battle, but you may have found a portal or encountered flying stallions or a wandering wizard, etc.
