I noticed that all the descriptors under the DP economic list were either Good or Average, yet their economic summary is Below Average. Why is that?

Just take those with a grain of salt - they haven't been updated in quite some time and meanwhile lots of tweaks to kingdoms.
The overall considers the special abilities kingdoms have, beyond say, starting treasury. So the DE is not bad economically in any category, but there are a number of kingdoms that have special economic orders or advantages that push the overall DE rating down.

I felt that the DE were well situated financially both times I played them. I had a huge army of skeletons, but didn't have to pay for them at all. I also had plenty of low level wizards always good for 'Create Gold' when orders were tight.
