Yes they can.  You can get an idea of how well by plugging numbers into the player aids tool excel sheet

The info on the RD needs to be updated.  They also CAN investigate.  Both dragon kingdoms suffer a small penalty, so as JF suggested, be sure to use the Player Aid Tool until you are comfortable you can estimate the outcome.
