When increasing fleet quality via order #748 "Increasing Sea Quality", is the maximum 16 fleet quality restriction before or after adjusting for current fleets?
In other words, in the scenario where someone hypothetically has 1 fleet of quality 14 to start, and could they spend enough to purchase a quality 18 fleet so that the end result is having 2 fleets of quality 16? Or are they limited to only purchase at max a quality 16 fleet which, when combined with the existing 14 quality fleet, would result in an overall quality of 15.
