Capital Relocation After Attack

I can't seem to locate this in the forum or rules. Where does a capital relocate too after it falls? If I recall correctly it relocates to either a PC with the highest census or highest defense, but I don't recall which.

PC with most defense that does not have a non allied group stronger than the defensive value of the PC

Unless that kingdom has issued that backup capital order (495) at some point.

If your capital is in trouble, definitely create a Sanctuary for your kingdom before it's too late. Establishing a Sanctuary will prevent you from being eliminated in the game and will allow you to continue until turn 40 (max).
