Well, it depends on how things pan out. If you are able to get the majority, your value goes way up. This often stops those who are not in the majority from even attempting to bid for issues, so you don't have wasted turns. The value of the point of influence you get from being on the HC is worth at least 80% or a 'regular' point, even though it's conditional of remaining on the HC. But that gives you an extra order in the early game which has great value, too.
I will often put in both a bid for the HC as well as a 480 order with not enough money - that is, if the HC bid goes through, the 480 doesn't but if I get outbid on the HC, the 480 goes through so I get a point of influence, anyway.
