To trade with another kingdom, do both kingdoms have to specify the trade order or just one? For example, does the "trade food for gold" order 201 from kingdom A also require kingdom B to issue the "trade gold for food" order 202 (with both orders from both kingdoms specifing the exact same food/gold quantities)?

Both have to specify the trade as you specified.

Anyone? Could not see this answered in other threads though I coulda missed it...
Production occurs prior to the trade orders (201+) so you CAN trade the higher amount in your example.
Trade comes before the create gold/food spells (209/208), so you CANNOT trade any amounts your mages may create.
Group consumption comes after trades (and after create gold/food) so you can provide rations for your groups with amounts you receive in trade.
Keep in mind group to PC actions (150-190) come BEFORE production, so any amounts on hand may be increased/decreased by PC production that is gained/lost.

There's a PDF chart posted in the resources sub forum with helpful info put together by a player. It includes lots of this stuff including the order of events.
Production takes place before trading. Trading takes place before group consumption. So the full 37k will be available for trade, though that will leave your group unpaid.
As for the wizard creation of gold. Look at the spell number. If the number is lower than the trade order, the gold will be available for trading.
