Trail Group & Level 3 Agents

According to the rules document, a level 3 agent can perform a Trail Group (#971) action.

However, the order entry website does not list this as a valid action for me.  My level 3 agent does have access to a "Trail Group (Early)" (#691) action, but the "Trail Group (Late)" (#971) action does not appear.  It does appear for my higher level agents.  But the core rules say I should have access to the #971.

So, it seems to me that either the rules document is incorrect or the online order entry is bugged.  Can someone please shed some light on this issue?

I think its still L3 but you choose the early option as you have to know where the group is before it moves.
