Does the improved version of Counter Espionage (#920) make Guard (#925) obsolete?
The relevant wording is "Counter Espionage attempts to protect ... all kingdom characters in a controlled population center as well as protecting the PC from theft and sabotage".
So, does protecting all kingdom characters in the PC mean they are protected from kidnaps, assassination attempts and theft of artifacts? If true, then there is no reason to ever issue a Guard (#925), correct?
