A lot of the spells could be broken down into 'Minor', 'Major', and 'Supreme' versions. For Example:

Minor Ward: As the spells exists now. P-2
Major Ward: As Minor Ward, but gives a greater protection from agents. P-4
Supreme Ward: As Major Ward, but makes the character un-targetable by spells or agents. P-7

Minor Sleep: As the AN & DE version, with only a 70% chance of success. P-1
Major Sleep: As Ward exists now. P-2
Supreme Sleep, As Major Sleep, but with a 50% chance of working on characters benefitting from Minor & Major Ward. P-6

Minor Hidden Ore: +1000 gold productions P-2
Major Hidden Ore: +2500 gold production P-4
Supreme Hidden Ore: +4,000 gold production P-6

This would make it much easier to customize the spell lists and would make using higher level wizards more practical. The Gnome might get 'Minor Hidden Ore' at P-1 and the major version at P-3, while some kingdoms may only get the Major and Supreme versions.

I like Lord Diamond's train of thought there. But still need something at level 8 and 9 that has some usefulness. Also, at least a token spell at Level 10 (after all, that seems pretty major to go beyond even a magic kingdom's level limit).

I agree 100%. What I had in mind is that any number of spells could be used this way. The more powerful 'Supreme' spells could be levels 8-11.

For example:

Supreme Destroy Town could be an L-11 regional spell that causes 7,000 damage to every pc in a region. Of course, there might be an L-10 version that protects the pcs. 'Ward PC' would protect one of the pcs, at least.

Supreme Unveil Population Centers might be able to divine all towns or villages on the map or to locate all the pcs controlled by a particular kingdom.

Supreme Summon Demon may be an L-10 spell that is identical to 'Summon Demon' except that a Ward cannot prevent it.

BTW, I am not so concerned with what we would call the spells and to what they would do. 'Supreme Ward', might actually be called 'Ward of Serra', for example. Also, there is no reason to limit each spell to three versions. For some spells, there could almost be a version per level. I would imagine that this approach might be a lot easier to develop than whole new spells would be.
