I would like to know if a player has tight control of a region, and a PC or so were taken from him, making him no longer having tight control, does he have tight control in the emissary part of the turn, or does the new, lower standard, take over? As the DK, I went after the FT and the report said that there was a vice-like grip on the PCs in question. I am dumbfounded with this, and would like a definitive explination either way.

I would defer to Uncle Mike on this but I expect that a military attack before a rebel or usurp would break the "loyal" control.  It depends on when the program recalulates control.
Also check out the evil trait in your setup.  You can't enamor a non evil kingdom under loyal control.

I would agree. I took a capital last turn, and the new capital formed at another town before my emissary could rebel it.

Regional control is now only once, towards the end of the turn. See my reply to a similar post here...
