Evil taking cities

Evil kingdoms get double production when they take a pop center, but just be aware that this also applies to negative production. So if you take a city that produces -5000 food, and 20,000 gold, you will get the extra 20k gold (which is nice), but you also lose and extra 5k food (presumably due to stress eating by the populace of the city you just took). So keep that in mind.

I just changed it to be half the amount if the food or gold is negative...
