Cap limits

1) I have been looking over the Valhalla results and I keep seeing agents way above their level cap (max training plus 3 skill ups from missions).  Is this due to an artifact or a rule change?

2) Casters have level limits but there is still a 50% chance of them still leveling so you only waste gold. Are there spells beyond level 9 for the big 3 caster kingdoms?

Ring of invisibility will boost an agent 4 levels.

No spells above 9 that I have seen. If there were it would be likely the WI to get them. Level 9 does have a nasty banshee spell now for the pure wisards.
