Quests

I think may be fun to add some quests to make additional unusual encounters. Let them sit there until completed. I am thinking maybe things like

Quest of leadership - explore with 3 warlords in the group recieve a p3
Quest of magi - explore with 3 p3+s in group recieve a warlord
Quest of Training - explore with 10 recruits in group have them converted to veterans.
Quest of stealth - explore with lvl 12 agent recieve a lvl 4 agent at capital.
Quest of adventure - explore with three artifacts in group - recieve location of random artifact.
