Intending 12, from 2nd Cycle's 15. Part of the intention is to expand the map and allow a bit more of a beginning game.
Agent and Emissary range will also go from 10 to 7 for similar reasons and an increased tactical role (when to move agents and em's).
The two of these combined should make the map effectively one third larger.

That could open up the feasibility of news spells and/or artifacts that increased a character's range.

Ooh! Teleport Emissary! I like it! Either auto-undetected, or at least with a notifier to the teleporting Kingdom whether or not the teleport was detected. Nice to get around blocking groups, too.
