No. The relocation from the capital is the sole order for the emissary. Just remembered that the hard way.

Not sure, but wouldn't it work if the emissary in question has ALREADY at the pop center the capital was being moved to?

I would think if the emissary was already at the new capital, it would work. If he has to relocate with the 355 order, then it will not.

Keeope and Morgan Kane are correct, 390 is the sole order for the emissary being titled, not the king/regent, if the emmie relocated with the capital move, he cannot be titled. If he/she was already at the new capital (and hadn't undertaken another action), the titling should be successful.
