In the old paper rules there was a chart that listed what percentage of population you needed in a region to obtain Minor, Significant, and Substantial as well as Control. Anyone have a copy that, or can tell me what the ranges are?

None - 0%
Minor - 1-14%
Significant - 15-34%
Substantial - 35-49%
Control - 50-100%

I thought control of Regions got bumped up in 2nd cycle to 60% or more?

Don't know. I'm just reporting what the chart from the old pegasus website says.

The most recent general rules, posted here on the forums says 50%.

"In order to control a region a kingdom must
control over 50% of the civilian population in that region"
