DU recon of pop centers

I am currently playing the DU, only turn 3.  the Setup indicates that the DU receives a level 1 recon of his pop centers.  I have not seen this recon on any of my turn results.  Can someone explain how this recon works?

HA wasn’t nerfed only DU according to UM notes:

  a. Druid loses the special ability that grants a L1 recon at all controlled pop centers.
