How to explore sea encounters?

How does one explore quest encounters located in a distant sea, where one's groups don't have ready access to fleets?

Patrols don't require fleets.  So teleport a patrol to the coast and sea move next turn to the sea-based sighting, or if its closer, just move a patrol via #710 Sea Movement to the sighting.

Yeah... don't do that, unless you don't care about your patrol.

If someone is sea patrolling in the sea, and they intercept your patrol, it will automatically sink.  Either build ships or an elite ship.

You could also negotiate the location with the resident power at that sea.
