Are Fanatics Better at Counter Espionage

Are fanatics any better than agents at counter espionage?  Based on the reading of order #920 (both basic command and the Choosing rules), it doesn't seem to make a difference in reducing hostile agents efforts.

They perform as if two levels higher than an agent (F4 is equal to L6 for success of mission). However, there is also increased likelihood of getting caught. So Fanatics make for great agents when engaged in missions where "getting caught" is unlikely (970 recons, 920 Counter Espionage, and Bribing captured emmys) and once they are high enough in levels, the chance of getting caught becomes negligible so they are a nice option.

So, technically fanatic's success is not +10% but rather +2 levels?

If that is the case, technically are they not +10% higher chance of getting caught but rather -2 levels for purposes of getting caught?

The reason this could matter is on certain missions if by agent level the chance of getting caught is -->

20%  15%  5%  0%  0%  0%  0%

Then, acting as if they were two levels lower could mean they still would have a 0% chance of getting caught.
